<P>PROBLEM TO BE SOLVED: To overcome the problem that a test cannot be correctly conducted since the test cannot be conducted under the transiently-configured mass in a chassis dynamometer system if a control response is slow, and a portion of energy transiently generated in a vehicle is stored in an arresting apparatus and the vehicle. Ž<P>SOLUTION: An observer and an ASR section are parametrically designed based on a controller design method. An axial torque detection signal and an angular speed detection signal are input to the observer and the ASR section. A running resistance instruction and a mechanical loss instruction are subtracted from an output signal of the observer. An obtained signal is input to an inertia section so as to generate a configuration electrical inertia signal.
