<P>PROBLEM TO BE SOLVED: To provide a toner cartridge which prevents aggregation of toner and reduction in flowability of the toner in the toner cartridge and in which the amount of toner discharge is not reduced even when the residual amount of toner becomes small, and to provide a developing device and an image forming apparatus using the same. <P>SOLUTION: In the image forming apparatus 30 including a photoreceptor drum 17, a charging device 25, an exposure device 22, a developing device 20, the toner cartridge 10 supplying toner to the developing device 20, a transfer device 24, and a fixing device 23, the toner cartridge 10 includes a toner container 1, a toner discharge port 2, a toner agitation member 8, a toner discharge member 3 including a toner conveyance part 6, and a toner discharge member partition wall 4 partitioning the toner container 1 into the side of the toner agitation member 8 and the side of the toner discharge member 3.
