PROBLEM TO BE SOLVED: To make it possible to deal with more wide-ranging requests, by using an embedded memory as a memory accessible from a master when a peripheral with the memory embedded therein is not used. SOLUTION: A memory controller has main memories (e.g. RAMs) 35-1, 35-2, the peripherals 40-1, 40-2 having the embedded memories (e.g. RAMs) 43-1, 43-2, a master 20 for accessing the main memories and the embedded memories, and a mode setting register 36 for setting an access mode to be an access target. Additionally, the memory controller has an address decoder 31 for decoding an address output from the master 20 to output a decode result on the basis of the set access mode, and selectors 42-1, 42-2 for selecting access information including the decode result to be supplied to the embedded memory, in response to the set access mode.
