PROBLEM TO BE SOLVED: To provide a vehicle communication device and a computer program, allowing improvement of safety by avoiding a dangerous state caused by a driver's operation such as selection of a vehicle as a transmission destination of notification information during communication between vehicles. SOLUTION: A plurality of photographing devices 20 are disposed around the vehicle 1. This vehicle communication device 10 detects a situation of one's own vehicle from information related to the driving operation such as direction indication operation or headlamp blink operation, information related to a travel such as travel speed or an inter-vehicle distance to a rearward vehicle, and information related to a road such as a lane position wherein the own vehicle travels, a road partition, positional relation with a sidewalk, or positional relation with another runway, determines the notification information to be notified and a direction wherein presence/absence of the other vehicle has to be confirmed in reference to a prescribed table based on the detected situation, and transmits the notification information to the other vehicle detected by the photographing device 20 detecting the vehicle in the determined transmission direction.
