The flow control device (1) has housing (2) limiting an inner chamber (3), and a pendulum (11) arranged partly in the inner chamber. The pendulum has a lower end and a magnet (15). An adjusting element (26) with another magnet (27) is arranged outside the inner chamber. The distance of the latter magnet to the rotating axis (12) is changed by an adjusting element, in order to adjust the restoring force of the pendulum by the magnetic interaction with the former magnet. An independent claim is included for a method for determining the existence of a pre-determined volume flow rate of a medium.
