<P>PROBLEM TO BE SOLVED: To provide a system in which a personnel service company or a client can check whether a visitor or a participant performs as requested or instructed. <P>SOLUTION: (1) A cellular phone or a mobile terminal, which can accept a card with a QR code (R) written thereon, IC card, GPS card or GPS/IC card, is arranged at a client home, a participant carries them, and the card is read and used by the cellular phone or mobile terminal of the visitor and a planner, the terminal accepting the GPS/IC card.
