<P>PROBLEM TO BE SOLVED: To obtain a communication start system in which communication is easily started between one controller and one connection device, and even when another controller is further connected to the connection device accidentally, a request from the connection device is prevented from being interpreted by the accidentally connected controller. Ž<P>SOLUTION: The connection device transmits a communication packet of an identification information registration request to a communication path to which a controller at a destination is connected by broadcast in start of communication, the controller when receiving the communication packet of the identification information registration request, stores identification information given to the communication packet into a one-to-one identification information storage means, selects only the communication packet to which the same identification information as the identification information stored in the one-to-one identification information storage means is given, from among the communication packets which are transmitted by broadcast and received afterward, and the controller accepts the selected communication packet in a self-device.
