<P>PROBLEM TO BE SOLVED: To provide an organic EL display device that is driven by a lower voltage and has lifetime durability characteristics for a longer period of time, and a substrate used in the same. Ž<P>SOLUTION: A substrate for an organic EL display device is configured such that a positive electrode (a lower electrode 104) made of a transparent conductor oxide including In is formed on a substrate 101 while the positive electrode is composed of a material satisfying the relational expression (1) y/x≥0.4. A display device 1 includes the substrate. In the expression (1), x represents a height or an area of a main peak (an O<SB>1s</SB>main peak) at 530 eV derived from O<SB>1s</SB>of the outermost surface of the positive electrode by an X-ray photoelectron spectroscopy method and y represents a height or an area of an O<SB>1s</SB>sub-peak within +2 eV from the main peak.
