<P>PROBLEM TO BE SOLVED: To easily adjust irregularities on the surface of a spacer pad of a wrapper tube. Ž<P>SOLUTION: When the center is a recess 3SPR and the area surrounding it is a protrusion 3SPP in the surface contour of the space pad 3SP of the wrapper tube 3, an adjustment die 26 is mounted on the jig head 24 of an adjustment jig 20, which is inserted from the opening of the wrapper tube 3 to fit the adjustment die 26 onto the inside face of a position of the spacer pad 3SP to be adjusted. Then, a cover plate 32 is fitted onto the outside face of the position of the space pad 3SP to be adjusted, a punch 34P is engaged into a dent 32R and the protrusion 3SPP on the surface of the spacer pad 3SP is indented by hitting the punch 34P with a hammer and the like while being caught by the adjustment die 26 to adjust the surface so that the protrusion 3SPP can be as high as the recess 3SPR.
