PROBLEM TO BE SOLVED: To reduce an arithmetic amount required for specifying a beat of a sound signal. SOLUTION: A window sequence setting section 72 sets a window sequence GA in which a plurality of search windows WA are arranged from a candidate point BC with an interval responding to a beat cycle T of the sound signal S, by making each of a plurality of peaks PB in a time sequence of a beat index OB for indicating a change amount of intensity of the sound signal S, as the candidate point BC of the beat. A selection section 74 selects the candidate point BC corresponding to n2 pieces of window sequences GA in which the number of search windows WA including peak PB in the plurality of window sequences GA are large. A window sequence setting section 76 sets the window sequence GB in which a plurality of search windows WB are arranged from the candidate point BC with the interval corresponding to the beat cycle T, for each of the n2 pieces of candidate points. A beat determination section 80 determines the candidate point BC as the beat B, when a confidence degree R in which the beat index OB in the peak PB in each search window WB of the window sequence GB is averaged, becomes largest.
