PURPOSE: A scum removing device of a sludge collector and a scum removing method of the same are provided to improve scum removal efficiency, and to offer inexpensive manufacturing cost. CONSTITUTION: A scum removing device of a sludge collector(1) includes a scum collecting plate, a scum skimmer(20), and a scum block(30). The scum collecting plate is formed on the waster surface of a sediment basin. The scum skimmer is formed on the sediment basin to discharge the collected scum to an intermediate waterway(4). The scum block is formed on the intermediate waterway.
