PURPOSE: A water treatment device using magnetic attachable to magnetic flock and a method thereof are provided to reduce driving cost and facility expenses, and to process the sludge easily. CONSTITUTION: A water treatment device includes a magnetization formation mixing bath, a magnetic plate processing device, and a magnetic plate. The magnetization formation mixing bath includes a magnetic powder injection unit and a coagulant injection unit. The magnetic plate processing device is formed by contacting an attaching plate(8) having an elevating device(9) on the magnetic plate(7). The magnetic plate is a horizontal magnetic plate, an inclined magnetic plate, a multi-layered magnetic plate or a mixture of the same plates.
