PURPOSE: A medicinal herb composition for preventing and treating dermatitis is provided to ensure anti-cancer effect and treatment for sunburn. CONSTITUTION: A pharmaceutical and functional cosmetic composition for preventing or treating dermatitis caused by UV exposure contains hot water extract of medicinal herb of Angelica gigas Nakai, Cnidium officinae, and Paeonia japonica or polysaccharide fraction of the hot water extract as an active ingredient. Dermatitis is sunburn or skin cancer. The skin cancer is papilloma, carcinoma, squamous cell carcinoma, basal cell carcinoma, or spindle cell carcinoma. A solid formulation for oral administration of the pharmaceutical composition is used in the form of powder, granule, tablet, capsule, and pill.
