<p>Disclosed is a damper (1) comprising: a receptacle (4) which houses a viscous fluid (3) in an interior portion (2); blocking walls (5) and (6) which block the flow of the viscous fluid (3); a partitioning member (11)which is provided with freedom to rotate and partitions interior portions (7) and (8) into two chambers (9) and (10) respectively; a communication hole (13) formed in the partitioning member (11) in such a way as to afford mutual communication between the chambers (9) and (10) by way of a variable passage (12) of variable passage cross-sectional area; a fluid restricting means (14) for restricting flow of the viscous fluid (3) from the chamber (9) to the chamber (10) by way of the communication hole (13) resulting from the generation of an internal pressure in the chamber (9) in which the viscous fluid (3) is housed that is attributable to the rotation of the partitioning member (11) and is in excess of a constant value; and resilient means (15) for resiliently urging the partitioning member (11) in the direction R2 of the receptacle (4).</p>
