Ž<P>SOLUTION: An on-road communication machine has: an on-road camera 20 photographing a space above a road; a road-vehicle communication part 21c performing road-vehicle communication with an on-vehicle machine 10 loaded in a vehicle 1; a wireless communication part 21a communicating with an accident monitoring server 3; and a part sending an on-road photographing video photographed by the on-road camera 20 to the accident monitoring server 3 through the wireless communication part 21a together with an in-cabin video of the vehicle transmitted by the on-vehicle machine 10.
