<P>PROBLEM TO BE SOLVED: To improve assemblability while inexpensively achieving miniaturization. Ž<P>SOLUTION: An electromagnetic flowmeter includes: a pipe 50 for circulating a fluid to be measured; a pair of electrodes 52a, 52b stuck on the pipe 50; and a pipe body unit 14 including substrate holders 64a, 64b provided so as to cover the electrodes 52a, 52b by holding a substrate. The pipe body unit 14 is stored to the inside of a body 12 through a first opening part 28 opened sideward of the body 12. Meanwhile, a solenoid part 18 including coils 94a, 94b is inserted in the inside through first and second opening parts 28, 30 of the body 12, then the electromagnetic flowmeter is mounted on the pipe body unit 14.
