BASE STATION, MOBILE STATION, AND COMMON INFORMATION COMMUNICATION METHOD

Provided is a base station which transmits common information shared by a plurality of mobile stations and control information indicating that the common information has been modified. The base station includes: common information generation unit which generates the control information and the common information; a low-layer control information generation unit which generates first low-layer control information indicating a radio resource in which the control information is to be arranged and second low-layer control information indicating a radio resource in which the common information is to be arranged; and a multiplexing unit which performs multiplexing as follows when a system bandwidth is divided into a frequency block equivalent to the smallest one among the maximum transmission/reception bandwidths used in the mobile stations, i.e., the first low-layer information and the control information are multiplexed in a plurality of frequency blocks contained in the system bandwidth while the second low-layer control information and the common information are multiplexed in one or more of the frequency blocks contained in the system bandwidth.
