<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus hardly causing abnormal discharge by lowering the maximum value of potential difference generated between a charging member and a toner charging member. <P>SOLUTION: Alternating voltage is applied to a charging roller 12a after the lapse of 500 msec from the start of a photoreceptor drum 11a. DC voltage of -700 V is applied to the charging roller 12a after alternating voltage of 1,800 Vpp is applied to the charging roller 12a to eliminate the electrostatic charge of the surface of one round or more of the photoreceptor drum 11a to ground potential.
