<P>PROBLEM TO BE SOLVED: To solve such a problem that sewage sludge is a hard-to-treat object in waste materials since the sewage sludge has high water content and clay-like properties, and the sewage sludge is disposed of by incineration, landfill, etc. Ž<P>SOLUTION: The sewage sludge is dried by mixing woody chips or waste expanded polystyrene in the sewage sludge (a dehydrated cake) to make the sewage sludge air-permeable and propagating fermentative bacteria, yeast fungi, etc, in the sewage sludge to generate fermentation heat. Since the dried sludge has the calorific value equal to or higher than that of RDF (Refuse Derived Fuel), the sewage sludge, which is a nuisance up to now, can be used effectively as fuel instead of fossil fuel.
