<p><P>PROBLEM TO BE SOLVED: To provide a technology for detecting that a driver puts his hand to an on-vehicle device without installing a sensor separately from the on-vehicle device in technology for preventing the driver during driving from using the on-vehicle device for long time. <P>SOLUTION: A vehicle navigation device 1 specifies (step 205) a position of a pointer at every sample time (step 203), and repetitively increments a counter (step 210) without resetting a value of the counter A (step 245→NO) unless movement of the pointer continues (steps 215 to 245).
