PROBLEM TO BE SOLVED: To perform accurate band management.

SOLUTION: A time-series traffic information generating section 16a generates time-series traffic information based on measured data and coarsely visualized time-series traffic information obtained by coarsely visualizing a temporal resolution. A parameter calculating section 16b calculates parameters of multifractal wavelet models (MWMs) of the time-series traffic information and the coarsely visualized time-series traffic information. An approximate function determining section 16c determines an approximate function from the calculated parameters of MWMs. A target parameter determining section 16d determines parameters of MWMs up to a target temporal resolution using the approximate function. A traffic distribution estimating section 16e then estimates traffic distribution in the target temporal resolution. A band calculating section 16f calculates a corresponding band within a target delay time based on the traffic distribution, in the target temporal resolution, estimated by the traffic distribution estimating section 16e. A band setting section 16g sets the calculated band to a switch 20.
