PURPOSE: A cosmetic composition for skin whitening, which contains Astragalus membranaceus is provided to suppress dopaoxidation and melanogenesis. CONSTITUTION: A method for producing a cosmetic composition for skin whitening comprises: a step of collecting and drying Astragalus membranaceus; a step of pulverizing the Astragalus membranaceus; and a step of adding ethanol then extracting at 20~50°C for 3 to 48 hours, preferably 20 to 30 hours through hot water extraction, reflux extraction or ultrasonic wave extraction.
