The turbine (9) has two star, circular, polygonal or horizontal shaped plates located near top and bottom ends of a rotary vertical central axis. Each plate receives one of the ends in periphery of three vertical axes which are equidistant from the central axis and are equidistant with respect to each other. Each plate supports a blade rotating around the axes to adopt a feathering position during a counter-productive part of the rotation of the blade. A tube integrated with the plates rotates around a fixed post of the central axis. Batteries are overmounted on photovoltaic sensors.
