<P>PROBLEM TO BE SOLVED: To provide a rolling bearing causing no environmental pollution without containing harmful substance. Ž<P>SOLUTION: This cold-rolled steel rolling bearing retainer retains the rolling element of a rolling bearing. The cold-rolled steel surface of the retainer is subjected to at least one of surface treatment selected from among electrogalvanizing, electrotinning, tin-zinc alloy electroplating, zinc-iron alloy electroplating and zinc-nickel alloy electroplating treatment, and further subjected to trivalent chromating.
