The exchanger has two flow paths for working fluids, and a corrugated insert (66) positioned along one of the flow paths. A structural deficiency (78) is provided at a location on the insert such that structural failures occur at the location in preference to other locations on the insert. The insert is secured between opposing surfaces of a tube. A groove is positioned along the insert such that the insert remains secured to the opposing surfaces after a structural failure. The insert has a peak (72) and a valley (74), and the deficiency is positioned between the peak and the valley. An independent claim is also included for a method of assembling a heat exchanger.
