<P>PROBLEM TO BE SOLVED: To ensure a certain sound insulating performance while minimizing the load by wind on a girder of an open floor type steel railroad bridge or the like. Ž<P>SOLUTION: A first soundproof wall 10 includes a frame body 11 and a movable louver 12 provided within the frame body 11 in an openable and closable manner. The movable louver 12 includes a plurality of vertically aligned flat plate-like blades 12A, 12A, etc., each blade 12A being rotatable around a rotating support part at an upper portion thereof. When the movable louver 12 is pressed in one direction by wind pressure, the blades 12A of the movable louver 12 rotate in the one direction around the rotating support part 12a to form a predetermined opening S between the blades 12A and 12A, whereby the certain sound insulating performance is ensured while reducing the load given to the first soundproof wall 10 by strong wind or train wind.
