<P>PROBLEM TO BE SOLVED: To provide a membrane electrode assembly enabling a fuel cell system to exhibit more excellent output characteristics, startup characteristics, and durability. <P>SOLUTION: The membrane electrode assembly 10 has electrodes laminated on either side of an electrolyte membrane 1. Each electrode consists of reaction layers 21, 31 located at an electrolyte membrane 1 side and diffusion layers 22, 32 integrated with the reaction layers 21, 31 and located at a side contrary to the electrolyte membrane 1. The reaction layers 21, 31 are provided with drainage parts 21a, 31a with innumerable through-holes 21c, 31c extended from the electrolyte membrane 1 up to the diffusion layers 22, 32 in a thickness direction.
