PROBLEM TO BE SOLVED: To reduce information obtained from a terminal as far as possible and to make a defense against impersonation of a server in key sharing using public key encryption for communication to which high-strength security is required between the server and the terminal. SOLUTION: A parameter generating means for generating the domain parameter of public key encryption, a private key and a public key for each terminal calculates a hash value for a bit stream constituted of the domain parameters, a server holds a list containing the domain parameter of public key encryption and the private key generated for each terminal by the parameter generating means, and a terminal holds a list constituted of only a pair of the public key generated by the parameter generating means and the hash value. In key sharing, the server transmits the domain parameter to the terminal, and the terminal calculates the hash value of the received domain parameter and uses the held hash value to perform verification and then starts procedures of key sharing.
