<P>PROBLEM TO BE SOLVED: To provide: paint for a fluorescent lamp, which can obtain a paint film with improved binding capacity of a fluorescent material to a glass tube, high impact resistance, and improved luminance; the paint film using the same; a method of manufacturing the paint film; and a fluorescent lamp. Ž<P>SOLUTION: The paint for a fluorescent lamp consists of: a binding material, which binds fluorescent materials themselves and the fluorescent material to a translucent seal tube; and a solvent.
