<P>PROBLEM TO BE SOLVED: To make it possible to photograph an object at appropriate brightness always suitable to a photographing environment at the installation place of a photographing section for fixed-point monitoring. Ž<P>SOLUTION: The vehicle number photographing system includes a photographing section 1 which is installed on the side of road so that the photographing direction may be directed for at least a part of its visual field to include a number plate 10 of vehicles running on the road as well as to photograph it as a video image while changing a quantity of receiving light by obtains other controlling, an operation processing section 4 to adjust the quantity of receiving light of the photographing section 1 according to a relationship between the installation position of the photographing section 1 and the location of the sun at the time, and an exposure control section 3.
