Disclosed is a low-scent hair conditioning composition that allows hair to be kept neatly in place and moisturized when finished, without causing greasy stickiness. The hair conditioning composition includes components (A) and (B) and contains no more than 80ppm of R1OH (in the formula, R1 represents a linear or branched alkyl group or alkenyl group having 8 to 12 carbon atoms). (A) is a compound represented by a general formula (1) R1O-(PO)n/(EO)m-R2 (In the formula, R1 represents a linear or branched alkyl group or alkenyl group having 8 to 12 carbon atoms, PO represents a propyleneoxy group, EO represents an ethyleneoxy group, the average number of moles added (n) is 1.5 to 3.0, the average number of moles added (m) is 0 to 1.0, and R2 represents a hydrogen atom or a methyl group), and (B) is a surfactant other than component (A).
