<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus can achieve both of restraining of productivity decline and ensuring of the image quality, and a fixing device suitable for the image forming apparatus. Ž<P>SOLUTION: The fixing device includes: a circulation belt to be circulated according to rotation of a heat generating roll while being pressed against the circumferential surface of the heat generating roll, for sandwiching a supplied recording medium carrying an unfixed toner image thereon between the heat generating roll; a first pressing part disposed inside the circulation belt for pressing the circulation belt against the heat generating roll for applying a pressure on the toner image on the recording medium so as to fix the toner image on the recording medium; a second pressing part having variable pressing force, disposed inside the circulation belt for pressing a portion on the downstream side of the circulation movement of the circulation belt with respect to the portion with the circulation belt pressed by the first pressing part; and a pressing force control part for controlling the pressing force of the second pressing part so that the pressing force is made smaller in the case of a recording medium of a thicker thickness than in the case of that of a thinner thickness.
