PROBLEM TO BE SOLVED: To provide a coating material for a fluorescent lamp enabling high brightness and long life by preventing a reaction between a metal element contained in a translucent sealing tube of the fluorescent lamp and mercury sealed inside this translucent sealing tube, to provide a coating film using the coating material, to provide a manufacturing method of the coating film, and to provide the fluorescent lamp. SOLUTION: The coating material for the fluorescent lamp contains silicon dioxide particles, a surface modifier to modify a surface of these silicon dioxide particles, and water and/or organic solvent. The surface modifier is aluminum hydroxide, aluminum nitrate, aluminum carbonate, and aluminum oxide precursor or the like, and the organic solvent is a low-boiling point organic solvent such as methanol, ethanol, 1-propanol, 2-propanol, 1-butanol, or 2-butanol.
