<p><P>PROBLEM TO BE SOLVED: To provide a scale formation inhibitor obtained from a material producible by using an inexpensive and simple production system and sufficiently inhibiting scale formation in a green liquor production system, and to provide a scale formation inhibition method and a green liquor production system. <P>SOLUTION: The scale formation inhibitor includes a terpolymer composed of monomer units consisting essentially of maleic acid, acrylic acid and vinyl acetate.
