PROBLEM TO BE SOLVED: To reduce the number of register circuits in creating a register transfer level description from a motion level description. SOLUTION: This device includes a receiving part 20 which receives a motion level description; a division part 30 which divides the motion level description; a schedule part 40 which schedules timings of input/output and operation for each of the divided motion level descriptions; and a generation part 50 which generates a register transfer level description based on the divided motion level descriptions and the determined timings. The generation part 50 directly connects an input and an output, and disposes a register circuit between the output and the input when both are not matched when the output timing of an input stage description is matched to the input timing of a main stage description (a), and directly connects the output and the input, and disposes a register circuit between the output and the input when both are not matched, (b) when the output timing of the main stage description is matched with the input timing of an output stage description.
