PROBLEM TO BE SOLVED: To enhance the reliability of determination in a vague area of a flow meter as to anomaly detection processing. SOLUTION: This flow measuring instrument 10 substantially includes a flow meter 20 and a flow meter receiving part 30. The flow meter 20 comprises a measurement part 40, an amplifying-waveform shaping circuit 50, and a counting part 60. Furthermore, the reception part 30 includes a CPU 70, a display means 80, and a communication interface 100 for performing communication with a center 90. The measuring part 40 includes, for example, a rotor 42 rotating at a rotation speed which is proportional to the flow rate (flow speed) of a measured fluid, with the rotation of the rotor 42 detected by a magnetic sensor 44. The counting part 60 includes an arithmetic part 62 for counting the flow pulses of phases A and B, and an anomaly detecting part 66 for determining whether an anomaly exists from a change in the output pattern of the flow pulses of the phases A and B, when a prescribed flow rate is exceeded.
