PROBLEM TO BE SOLVED: To improve determination accuracy in still image/motion image determination. SOLUTION: Image data of a preceding frame are compared with image data of a following frame to calculate a difference value therebetween (step SA2), and the calculated difference value is leveled to set levels 1 to 4 (step SA3). In the case of "level 1", three frames are set (step SA5), in the case of "level 2", four frames are set (step SA7) and in the case of "level 3", five frames are set (step SA9). Furthermore, when all the "level 1" to "level 3" are not corresponding, since the level set in the step SA3 is "level 4", six frames are set (step SA10).
