<P>PROBLEM TO BE SOLVED: To accomplish a public key encryption system which has high security and whose cost is low. Ž<P>SOLUTION: Coordinate values x1, y1, x2, y2 of optional two points P1 and P2 are distributed and held in an encryption device 101 and a decryption device 102, and a private key (s) itself is erased and held neither in the decryption device 102 nor in the encryption device 101. Specifically, only the coordinate value y2 is held in the encryption device 101, and the coordinate values x1, y1, x2 are held in the decryption device 102. When performing an encrypted communication between the encryption device 101 and the decryption device 102, the private key (s) is stored neither in the encryption device 101 nor in the decryption device 102 but in the decryption device 102, plain text M can be decrypted according to a public key encryption system.
