<p>The arrangement (20) has two embossing roller pairs for embossing tissue layers (12, 13), respectively. A joining roller (11) connects the tissue layers, which are embossed from each other. The embossing roller pairs are provided with engraved steel rollers (1, 1') and impression rollers (5, 5'), respectively. The engraved steel rollers and the associated impression rollers include positive/negative engravings that are adapted on top of each other, where the impression rollers are designed as engraved impression rollers.
