<p><P>PROBLEM TO BE SOLVED: To establish novel call origination even while the number of simultaneous speeches is regulated in call control. <P>SOLUTION: When an AP 31 accepts a call connection request from a terminal 21, an AP to be a connection destination of the terminal 21 is switched from the AP 31 to a switching destination AP that is not regulated, and the call connection request is then transferred to a call control server 11. The call control server 11 reads from a storage means specification information of a terminal 22 and information of correspondence to an IP address of the terminal 22, specifies the IP address of the terminal 22 from the specification information of the terminal 22 being designated by the call connection request, designates the specified IP address of the terminal 22 as a transmission destination and transfers the call connection request.
