PROBLEM TO BE SOLVED: To make it easy for a user to sit on a toilet seat by making the toilet seat horizontal at an elevated position when sitting on it, and to make it easy for the user to stand up by inclining the toilet seat forward at the elevated position when standing up. SOLUTION: The toilet seat lifting device 3 includes: a toilet seat elevating/lowering movement section 12 for elevating and lowering the toilet seat 2 between a lowered position adjacent to a toilet bowl 1 and the elevated position at the upper part; a toilet seat swing section 13 for swinging the toilet seat between a horizontal attitude and a forward inclined attitude; and a control section 8 for controlling the operations of the toilet seat elevating/lowering movement section 12 and the toilet seat swing section so as to link them with each other.
