PROBLEM TO BE SOLVED: To provide a cylinder inner surface working method forming a fine rugged pattern on an inner surface of even a comparatively small cylindrical component, and a rugged component manufacturing method. SOLUTION: The cylinder inner surface working method forming the rugged pattern on the inner surface of a workpiece 3 having the cylindrical inner surface comprises a resist forming process for forming a photoresist layer 5 changeable in the shape of a heat mode on the inner surface of the workpiece 3, and a recess forming process for forming a recessed pattern on the photoresist layer 5 by inserting a head 61 of an exposure device (a laser irradiation device 6) with a built-in semiconductor laser, into the workpiece 3 and irradiating the photoresist layer 5 with laser beams from the head 61.
