PROBLEM TO BE SOLVED: To easily manufacture an optical sheet which has a viewing angle controlling layer where prism rows and light shielding parts having an air layer inside are alternately arranged. SOLUTION: The optical sheet 1, having the viewing angle controlling layer 2 where the prism rows 11 and the light shielding parts 40 are alternately arranged, is obtained by charging ink 41 from a groove forming surface side of a base material sheet 10 where the prism rows 11 and grooves 20 are alternately arranged. The light shielding part 40 includes an opening end side of the groove made of an ink hardened material 41' and a bottom 23 side of the groove made of the air layer 42. The base material sheet 10 is formed so that the width of the opening end 22 of the groove is broader than that of the bottom 23 of the groove in an arrangement direction of a cross section of the groove 20, and a flank of the groove has a bent 26 composed of a first surface 24 of the opening end side and a second surface 25 of the bottom side in the cross section. Whenθ1 andθ2 respectively denote angles made by each of the first surface 24 and the second surface 25 with a thickness direction D of the base material sheet 10, a relation:θ1>θ2 is satisfied.
