PROBLEM TO BE SOLVED: To suppress the occurrence of air entrainment in a flow casting step. SOLUTION: The peripheral surface 32c is made to travel in the X-direction by the rotation of a drum body 32a. A flow casting die 30 discharges the dope 21 on the peripheral surface 32c. The dope 21 forms flow casting beads 40 from a flow-out port 30a to the peripheral surface 32c and then forms a flow casting film 33 on the peripheral surface 32c. A peel-off roller 34 peels off the flow casting film 33 from the peripheral surface 32C and the flow casting film 33 is sent to a tenter as a wet film 47. The peripheral surface 32c after the flow casting film is peeled off is neutralized by an electricity removal brush 73. After the electricity removal, the peripheral surface 32c is charged again by an electrode rod 70. The flow casting die 30 discharges a fresh dope 21 on the charged peripheral surface 32c.
