PROBLEM TO BE SOLVED: To provide a cooling device of an internal combustion engine capable of efficiently cooling the internal combustion engine and of reducing the energy loss of the internal combustion engine. SOLUTION: This cooling device of an internal combustion engine comprises an upper side refrigerant chamber 9 positioned on the upper side periphery of a cylinder and a lower side refrigerant chamber 10 positioned on the lower side periphery of the cylinder while separating from the upper side refrigerant chamber. A part of a liquid-phase refrigerant in the upper side refrigerant chamber is changed to a gaseous phase during the expansion stroke.
