The protection layer prevents a discharge gas from leaking, by forming a base film on the dielectric layer and adhering agglomerated particles wherein a plurality of crystal grains composed of a metal oxide are agglomerated, on the inner region of the sealing material (17) so that the agglomerated particles are distributed over the entire region.</p>
