PROBLEM TO BE SOLVED: To provide a base station, a mobile communication terminal and a mobile wireless communication system in which terminals quickly move between cells without wasting network resources, terminal power consumption is reduced, and all terminals equally receive services in restricted cells. SOLUTION: If it is found that a first controlled cell 21 is being restricted for congestion, a first base station 11 transmits restriction information to a second base station 12 which manages a second cell 22 adjacent to the first cell 21 to notify that the first cell 21 is being restricted. When receiving the restriction information, the second base station 12 notifies the mobile communication terminal 3 in the second cell 22 of the restriction contents. When receiving the restriction content, the mobile communication terminal 3 stops quality measurement for the first cell 21, and changes the quality measurement target to a third cell 23 adjacent to the second cell 22.
