A wireless base station has a scheduler to allocate shared channels to a wireless terminal device at a constant cycle and a detection means to detect a period when the wireless terminal device makes measurement of different frequencies. The scheduler allocates wireless resources to the wireless terminal device such that overlapping with a period when the wireless terminal device makes measurement of different frequencies may be avoided.
