Disclosed are a fuel cell separator that enables stable power generation over the long term, and a method of manufacturing the same. The surface of a gas passage recess in a fuel cell separator is roughened to an arithmetic average roughness of 0.5 to 10 µm, and the gas passage recess is exposed to a fluorine-containing gas or a gas that contains both fluorine and oxygen. A fuel cell separator that enables stable power generation over the long term is obtained by forming a hydrophilic surface that is optimal for preventing flooding. A test piece of the obtained fuel cell separator is immersed in water for 30 seconds, pulled out to a height of 1cm or more above the water surface within 1 second, and the even liquid film that is formed on the surface of the test piece can be maintained for 10 or more seconds. |
