PROBLEM TO BE SOLVED: To provide a driver model creation device for properly determining the state of a driver by state-based driver models of the driver. SOLUTION: This driver model creation device is provided with: a vehicle information acquisition part 11 for acquiring driving operation information in vehicle traveling; a driver model creation part 151 for creating the driver model of a driving operation according to the state of the driver on the basis of the acquired driving operation information; a driver state determination part 154 for determining the state of the driver; a driver model storage part 152 for classifying and storing the driver model created by the driver model creation part 151 by state of the driver determined by the driver state determination part 154; and an ECU 10 for determining a driver model dependence state for determining the state of the driver on the basis of the state-based driver models of the driver classified and stored in the driver model storage part 152.
